It's just specifically Fender Japan products they won't ship. If you look at their home page Fender isn't even listed under the guitars they sell. But once you do find the Fenders, it says at the top they'll only ship domestically.

Man, that's just my luck.

Basically I'm trying to figure out the best way to go about staining my guitar, nothing too fancy, just a simple D.I.Y. way of doing it that looks half decent. A lot of the different stuff I read ends up leaving me confused. I appreciate any tips anybody has to offer.
