a germanium fuzz and an eq pedal would do it.

Fuzz into a half cocked wah pedal. I used to use a sound just like that all the time with a Fredric companion fuzz into a wah pedal.

You could probably get a similar filtered effect by backing your guitar's tone control back, running into kinda middly fuzz.
