There is nothing wrong with what went on here. When someone puts something for sale AS-IS and names a price, they probably have a fair idea of what they could get if they actually bothered. If people felt like dealing with ebay, polishing up their junk, testing it, and doing the research of what it's worth etc, then there wouldn't be any garage sales. I recently gave away my MXR Flanger to someone on the forum, it needed work...I could have fixed it myself and made $50+ off it (heck I probably still could've made more than $25 in the condition it was in on ebay) but I didn't feel like taking the time, and that's cool by me. I didn't need anyone telling me what I would have gotten if I did more work.
Of course it's different if you're buying something where the person doesn't know what they have and tells you to make an offer. That's happened to me twice, both times, the guitar needed work, and I told them how much they'd get if it was in good shape on ebay, and they based their price off that. But if someone has a guitar or pedal with a $25 price tag on it, sold AS-IS, it's fair game. Of course haggling would just be plain rude. Unless you're buying something from a kid or a mentally retarded individual, paying someone what they ask to be paid is nothing wrong.

If somebody doesn't know the value of what they have that's their problem, it's not your job to inform them. If they had it all that time and never bothered to investigate what it was worth, it means it isn't worth much to them. Things like that end up in the dump, or sold to somebody else for even cheaper. If you find a deal take it everytime, and don't feel bad about it because guitar players are the most constantly ripped off bunch, a good deal on gear is Karma but in reverse.
