It's what they call the "american folk festival." It's basically an annual event that happens downtown in which over the course of three days, 100-200 bands from all genre's of music (jazz, rock, blues, bluegrass, folk) play outdoors on various stages.

there are a few bars and a brewery down there which always set up booths where you can try local beer for cheap, and street venders line up along the waterfront to sell greasy but oh so tastey food.

Oh, and that's not a monorail, it's one of the old bridges which connect that town to the one across the river.
