the neck looks like it will need a bit of work, but the price is right.. if it stays within my budget for the next 3 days

yeah it looks pretty awesome, no idea about whats up with that fret board though.. i wonder what could be done with it.
those tuners look like they came off of something else.. as like rob said, not white buttons..
if i get this, i'll have to find some white button tuners..

It's just most noticeable without strings...
... most well played vintage instruments will look similar.
Shouldn't think it would cause issues with playability.

+1, my jag has a nasty dig between the 2nd and 3rd frets that appears somewhat like the one on the 4th fret of this guitar, and I didn't even notice until I decided to specifically clean the fretboard one day, removing all the strings.
