Actually, they are probably cheaper out here as there are tons of gear around where I live...I live in the north of San Diego County so when looking for something, I can look in San Diego, Orange County, LA, and Riverside county for gear and there is always plenty for sale... I.E...San Diego craigslist will some days have 3-4 pages of new gear adds.
I would offer 400 put be willing to go as high as you are comfortable... If it is in great shape, 485 is not out of the question by any means.

how do silverface amps stack up to new fender amps? because a late 60s/70s silverface bassman for 450 seems like a no brainer when a hot rod deville 410 is like 900.

Silverface amps are better then new Fenders by far. Sound better, better build, easier to repair, cheaper. In most important ways, they're the same as Blackface Fenders. The only real difference is the PT on some of the post-77 models when they went to ultra-linear transformers. Even the ones with changed circuits can be put back to blackface specs very easily.
The only reason they're still so cheap is all the strat+pentatonic corksniffers who think they need a brown or blackface for their SRV LIX!!

i recently saw a social distortion pic where mike ness is useing two bassmen heads(both 50's, one with a drip edge)
and needless to say i have been looking around for a nice cheap one and you can score a 67-69 silverface head(ab165 circut, same as blackface) for 300-400.
so a bassmen 10, which is basically the same(aa circut) with a master volume is a good buy.
i think shad has one and is in love with his.
james is the leader in knowledge with these things tho.
in short.
vintage tube amp. 4X10 speakers.
for less than 500 bucks.

i guess the difference might be how they were only around for two years and black/silver face was like for 10 years?
have her go to buy it. the guy will be more willing to negotiate. have her hardball the guy.
They are great amps. I have a 71 bassman 50 head, and a 69 I sold. my brother has a bassman 10. they were all very different, but all amazing and worth every penny
