with a little bit of negotiation, that would make a reasonable dealer price for an unchanged Pre CBS MM.

Definitely not 24" (as mentioned, it is 22.5"), and if it is a '64 (and not earlier) then it is very, very early and pre-1964 changes of offset body and chrome control plate, etc.
