I could see that price for a slab board but over a grand for a neck is still a bit alien to me

Things are only worth what people are willing to pay. A good way to guage current values, is to look at eBay's completed listings.

It looks like he's set it high on purpose so he can see what offers he gets before selling... no risk involved that way, he can choose exactly how much he sells it for or decide not to. I've done this a few times on ebay.
...or maybe a friend wants to buy it and he's said " you can have it for what the highest person offers me" or something like that.
