I don't think they ever get that simple, but early designs like the EHX Octave Multiplexer, Maestro Octave Box and Mutron Octave Divider might be a place to start.

I think the "cleanest" octave down is the Boss OC-2. You could make the circuit smaller by eliminating the octave up part and the flip-flop switching.

The problem with things like the Blue Box or the Shocktave is they start out as a square wave which uses a flip-flop to generate a square wave triggered by rising and falling edges that exceed a threshold.

The OC-2 also uses a flip-flop but doesn't use the flip-flops output directly. It uses it indirectly to kind of gate the original signal at half the frequency.

Short of going digital, a stripped down OC-2 is your best bet for the cleanest octave down. All the other ones are going to have a synth/ring mod/fuzz sound along with the octave.
