Yeah, that's a Fender neck. It may be he is just missing the truss nut, which you can get for $6. The neck nut can be swapped on a vintage and it wouldn't slow anyone down. He may want to show photos of the wiring to prove whether or not it's OG.

Thanks for the responses, dudes.
So assuming the following:

-Vintage neck
-Missing TR nut
-Aftermarket decal, badly applied
-Replacement nut
-Extra string tree
-Replacement tuners, not model correct.
-Scavenged 80's/90's Stratocaster neck plate

-Body of unknown origin/vintage, possibly refinished
-Electronics of unknown origin
-Mustang saddles
-Plates and tremolo vintage, possibly of Fender origin.

Do you guys still think it's in the $1k range?
Would you recommend he replace the TR nut and replace the tuners with Vintage slotted Pings and try selling again?

I'll email the dude asking for pics of the guitar with the guard off/ of the electronics, specifically.

there is definitely no collecable value in this guitar with all these parts changed. So inmho value depends on reliability, sound and playability. can be somewhere between 600 if body is original too and all else is crap and maybe 1,5 k if it's a great player with orig body, neck, trem, electrics and fully working vintage pickups? just my estimate ... you see pre CBS jags in original state sell about 2,8-3,5 k, with little problems or a refinish between 1,6 and 2 k. This would be a little below that, no matter how good it actually is.

As a possible buyer, my main concern would be the truss rod. He'll definitely get a higher price if he checks and fixes what's wrong with that.

Decal could be original, just a bit wonky. There's a way to tell for sure, jim shine's site or (dare i say) offset is likely to yield results extremely quickly on that score.
Why dyou think the tuners are suspect? Should be nickel button klusons, that's what they look like from the pic.

It's hard to tell from the photo, but I don't think it's a case of "missing truss rod nut" but a case of "broken truss rod." If you tighten the truss rod nut too much, it will shear off the threaded part of the truss rod--and you no longer have the thread where the truss rod nut screws on. Given that it seems like you can see the bottom of the bore and something black-ish in the center of it (not protuding), I would guess that the truss rod is broken and will need to be replaced.
