Is it just a whammy? or are there any effects out there with that ramped pitch shift, with adjustable speed, that don't require expression?

Could may well be a Whammy, but the Boss PS-5 has a mode that'll shift/bend up to your chosen pitch over your chosen time interval as you hold the pedal down. Check out 4:44 in this oldass demo I did:

We have a winner...

It definitely sounds like it reacts like the 'twist' function on my RE-20, so my first instinct was that it was a Boss pedal

There's obviously a bit of delay after it...

Now, I want to know what that'd sound like before/after an Eau Claire Thunder :twisted:

i saw those guys a few months back, they're pretty impressive live. they go on a bit though.
