Not quite. The value of the pot when full on is whatever you're using 250k or 500k, and that means that when the pot is full on, a small portion of it will still pass through the cap, and the greater the pot value, the less will pass through the cap. If you have one of those no-load pots, then it will completely open up when it's at 10. Otherwise, a small part of your signal always passes through the cap.
