The heater is the bit at the centre of the valve assembly that glows orange - in a dual valve like an ECC83 there will be two. It is literally a heater, warming up the metal of the cathode (usually a vertical tube) so it will release electrons easily. In a power valve you'll often also get a blue-ish glow as a result of the high voltage.

In other news, the other guitarist's Fender De Ville crapped out last night at practice. That's twice in 3 years.

thrilling update: I didn't have time to grab my tester etc for the fuses last night, will have to wait til Monday.

as far as I know the caps are all the original ones, so I could well imagine one of them has popped.
