Ask for a full refund and if he says no start a paypal dispute.

i would try to get 1/4 of the total cost and keep the amp.
shipping it back and eating shipping charges would be a bitch. if you just screw down that transformer and re-tube it, you could flip that shit and come out on top.

he wants to send me $50 to take it to a tech to prove that it's not working. should i take him up on it or should i just file a dispute with paypal?

that's not the problem - the problem is that you received it in a damaged condition that wasn't specified in the auction listing.
you can file a dispute right now if you wanted to, you have proof.

i don't see what his problem is. a case can easily be made that the amp was damaged during shipping. he assures me that he insured it. he could even come out ahead if fedex gives him the full amount it was insured for.

Plus you can tell it's screwed by the pics. Ask for immediate refund and tell him if he refuses you're going straight to paypal. He can't pack an amp properly it's his problem. Don't let him stall any longer.

He now seems to want to rectify the problem. I'm willing to go along with his idea of taking it to a tech because I'd really like for this situation to result in me keeping the amp and not having to foot the bill. If the tech says it's screwed and echoverb refuses to pay the bill or offer a refund, then I'm going straight to paypal. According to the website I have 60 days to file a dispute.

Check everything for time limits. Fedex insurance claims come to mind as the obvious other thing to check.

the amp tech was able to fix the problem. apparently a wire connecting the filter caps to the power tubes had come loose, probably during shipping.
i'm so glad that's all it was.

yeah, he tested all the tubes and stuff. he then cranked it through an old marshall 4x12, it sounded amazing.

yeah, the seller already sent me $50 and the bill was only $65. i'm hoping he'll send me the extra $15, but if not, it won't be the end of the world.
