Anyways, strobo tuners are awesome for intonation, and if I was doing it professionally, I would spring for it. I feel if you are charging for a service, buying better tools is a good investment. That said, I know a guy who such a great ear that he can intonate ridiculously accurately just by ear. Close enough that a boss TU-2 can't tell the difference. SO strobos are great, but not necessary. Again, if I was doing alot of setups though, I would get one.

since when is disagreeing the same as calling somebody a liar? you don't really believe that, do you? and that's not saying you're lying, i just think you're having a go because there is such a clear difference between giving an opinion and calling somebody out for intentionally misleading somebody.
