Would you use something like one of those products for vinyl roofs that you find at auto parts stores?

I've had good luck with Armor All to bring up the shine on black tolex. If it's tweed or something like that, I'd probably just use warm (maybe deionized) water and a soft brush.
Tolex is really just textured vinyl, so any vinyl cleaner should work fine. Depending on how deep the texture is, you may need a soft brush or something.

i'm pretty sure you can buy tolex in sheets or rolls and redo the whole thing. you'd just have to cut your pieces to shape and glue them on. easier said than done, but feasible.

Armor All will make it black and shiny.
Not sure about the signature, maybe GooGone? I don't think it'll harm the tolex, but it wouldn't hurt to do a test on a hidden bit inside the cabinet or something first.

Lighter fluid or acetone might also be good for removing the autograph from the tolex.
