it is to prevent the high E string from catching on the edge of the pickups when he strums really hard.

Most likely something to do with the pickup height adjustment, specifically something to do with the treble ends. Maybe he's done something to reduce the treble?

I thought that but it seems lower than the pole pieces. The Vai pic looks like that is the reason though.

I think I might know a reason. Some people are more prone to static (like me) when you throw some pickguards into the mix there can be a static crackle when your fingers brush against the pickguard, if your finger touches the pup screws it can make an audable pop. Tape = no pop and saves on anti-static wipes.
I had to change out the shitty 1 ply black gaurd because of this (and it looked ugg as fuck too). The cheap guard on the Cyclone does it too.
