Is there a source that sells a variety of short scale bolt-on necks? Especially 24" or even 23"

not really. Warmoth has the most options. Allparts sells one 24" Jaguar/Mustang neck. You might search for other custom makers.

There isn't really a place that offers a variety of them but several places offer 24" necks. Here are a few to get you started -
