I thought that to, but he opens his hand at the end and it doesn't seem to be there or on the table/stool? Also he's got a small slide on one of his fingers on his left hand.

It's not an ebow, it's round whatever it is...

I zoomed in on his hand and it looked and sounded like an Ebow to me. If it's not actually an Ebow, it's something that does exactly the same thing in a slightly different form.

He moves it right up the neck an ebow has to be near enough over the pickups, I have one and it doesn't make that noise. And he ends up tapping whatever it is on the strings to get the choppy noise near the end of the clip.
I thought it looked hollow when I zoomed in.

Didn't notice the slide... will have to watch again when I get home.

Haven't checked link as at work but is it perchance one of the Hot Hand ring driven effects:
As seen being used by HERMAN LIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIIII

That looks like something from tron... It's not one of those, to me it looks like a copper bangle or something of similar circumference and it looks like he rubs / taps it on the strings. Watch it later you'll see what I mean.

I think its just an object he uses as a slide, the Delay just makes it sound more interesting.

Looks like you hit the nail on the head...
You can see Gilmour doing a similar thing with a steel bar @ 0:25:30

I'll bet he has one delay going into another on a longer repeat setting as well, it creates a massive cathedral sound.
