It's very strange, I've had this happen several times.
First I have a Japanese pedal, pretty old, the volume part never worked but all the other stuff does.
Now it happened with a late '80s/early '90s Morley Wah/Volume.
In both cases, the guitar works in volume mode at full volume, just the pedal doesn't do anything. The pedal worked normally in volume mode on the Morley a few weeks ago.
Also in both cases, the wah works well, just like a wah should.

Hmm, interesting.
I opened up my Morley and tried various things, and the volume photoresistor doesn't seem to react to any light changes at all. It's always fully open, like it was always bright.
I couldn't find the schematic for my particular wah/volume, but I found a similar one and I would say this is the problem.
I have yet to take resistance measurements to test my theory, I guess I'll try shining a light and measuring.
Anyone have any experience with photoresistors? Do they often become faulty like this?
