Looking for a wah that I can keep off in my chain without it sucking my tone like a crybaby. Doesn't necessarily have to be true bypass, but that would be nice. sub 100 dollars

A cheap and used MIC Vox v847 +True Bypass Kit is the way to go, if you're up for some mild tinkering.
That said, I'd be just as curious as to your preferred Wah type, be it vintage (short throw, strong midrange Q) or "modern" (full freq)...So many wahs respond differently to fuzz and ice picky toanz, too. Before I joined Moollon I had a Dunlop 535Q (did a lot of decent tones, none "just right" + muffled bypass), and then a v847 modded with TB and an LED, which was nice both on and off but felt a bit dead where it counted for me in the mids...especially noted after I scored a used Moollon Vintage Wah (TB version), which has the whole ICAR pot and very short throw.

If you like your Cry Baby then you could leave it on in the loop of something like a Boss LS-2 and then use the LS-2 to bypass it when you don't need it.
